"Parking Fees" should never be authorized under Ancillary. "Parking Fees" for participants engaged in a SIP/ED/Voc and/or EIC component shall always be issued under Transportation as appropriate. Reference GAIN On-Line Transportation Policy Section 1222.445 - Parking Expenses.
GSW/Case Managers shall authorize parking through the Transportation MATE screen on GEARS by completing the sections on Parking, Parking Period, and Parking Verification Date. |

Yes, MPP Section 42-750.21 states that payments for supportive services (except child care as described in Chapter 47-100), shall be advanced to the participant when necessary and desired by the participant so that the participant need not use personal funds to pay for these services. |

A participant has an offer of employment to a location more than 2 hours round trip. She has a suspended license due to unpaid traffic tickets. She has requested mileage advance and an advance issuance to pay the tickets. Can the unpaid tickets be paid as supportive services? Is there a maximum or minimum that we can authorize? 9/30/09 |

GAIN does not pay for this type of request. There is no provision or obligation for the County to issue supportive services to pay traffic tickets, or any other legal fees related to violations of local, state, and/or federal law in State Regulation and Welfare & Institutions Code. |

Are the fees associated with the Transit Access Pass (TAP) card; such as the cost for the purchase of the first TAP card which is $2.00; and/or the replacement cost of a lost or stolen TAP card for the free balance protection program for $5.00, allowable GAIN transportation payments? 9/30/09 |

Yes. The Transit Access Pass (TAP) card is a re-usable, re-loadable, electronic plastic card that can store different amounts of transit fares and types of passes including daily, weekly, and monthly passes. TAP replaces all Metro paper passes and stamps and stores pass information and account balance. The cost of the TAP card and associated fee(s) is an allowable GAIN transportation payment. |

In a two-parent household, are the children eligible for transportation if only one of the parents is employed and meets the 35-hours a week requirement? 3/12/07 |

No. If the second parent is neither employed nor participating in an approved GAIN WtW activity, he/she is responsible for providing child care. In this specific instance, the children are ineligible for transportation services, as transportation may be issued only if it is necessary for the participant(s) to transport the child(ren) to a child care provider/school in order to participate in a WtW activity. |

Can a participant receive transportation assistance if he/she walks to the activity? 3/12/07 |

No. If the participant volunteers to walk to his/her assigned activity, he/she is not eligible for a transportation payment. |

Is a participant eligible for transportation assistance as “other driver fees,” if driven to a GAIN activity by a friend? 3/12/07 |

Yes. Provided the friend asked for payment. If public transportation is available and accessible, the cost may be allowed subject to the least expensive of the following:
- The fee charged by the other party,
- The cost of public transportation, or
- The cost of mileage based on the mileage reimbursement rate.
If public transportation is unavailable or the activity is inaccessible, the other driver fee may be paid using the mileage reimbursement rate or the cost of the fee charged by the other driver, whichever is less.

Is the Metropolitan Transit Authority (MTA) Weekly Bus Pass (WBP) that is issued in the office, only available to participants assigned to start Orientation Integrated into Job Club (JCO) component? 12/12/07 |

No, the MTA WBP maybe issued (if appropriate) to any participant who will start a Welfare-to-Work (WtW) activity in less than 10 days. The MTA WBP is just another option for participants who can and wishes to use the MTA weekly bus pass to attend their assigned WtW activity. The rest of the transportation payment for the duration of the activity is issued in the mail via a warrant. |
