International Briefing on Hungary's Social Services

The Commission for Public Social Services was given an international executive briefing on Hungary's complex social services system. This included an overview of the European Union's policy for those in need of social welfare assistance. The briefing was conducted by Dr. Anita Jasinka, Esq., special assistant to the chairman of the Commission. She is a civil service attorney here on leave from the Hungarian Ministry of Rural Development where she heads a legal section. Also conducting the briefing was Dr. de Balogh, former USC faculty member, who compared the County's welfare system to that of Hungary.
The briefing audience consisted of County commissioners and DPSS executives. Hungarian diplomats were also present led by Ambassador Balazs Bokor and Consul Gabor Kaleta. Ambassador Bokor greeted the audience on behalf of the Hungarian Presidency of the Council of the European Union. These County leaders learned about Hungary's social programs and organization which differ significantly from the County's welfare system. The briefing was intended to demonstrate that internationally there are many program choices and organizational options which America can consider in the delivery of services to those vulnerable families and children who are indigent or homeless.
This unique executive briefing - the product of a 2 year open source research effort conducted without public funds - was very well-received. It was based on the findings of the research report written by the presenters entitled, "Serving 10 Million Persons: A Comparative Analysis of the Public Social Services System of the County of Los Angeles and of the Republic of Hungary, a Member of the European Union." The 10 million figure refers to the same size population of both the County and Hungary. The report is being made available as a civic contribution for the benefit of government policy makers both here and in Hungary as well as to academic institutions with schools of social work.

Following the briefing, the Commission awarded its Certificate of Excellence to Dr. Anita Jasinka in recognition of her outstanding presentation and internet research.

The 2010 Summer Program, the General Relief Advocacy Project, is part of Public Counsel’s Homeless Prevention Law Project. Christine Khalili-Borna, the General Relief Advocacy Project Coordinator, and the Law Clerks presented a report to the Commission.
